About the Job

The Scott County Housing Council, a private not-for-profit, is recruiting for an Executive Director. The following is a brief description detailing the qualifications for the position:


The Executive Director woks under the general direction of the Scott County Housing council Board of Directors which is comprised of representatives from local governments, housing industry, not-for-profit housing developers and service providers, funders and lenders from throughout the Quad Cities area.

The Executive Director serves as the executive staff person

Develops Council assets by researching, seeking and securing financial and other resources which will assist with the development of quality, affordable housing

Works with the Quad Cities Housing Cluster in the development and implementation of a two year housing plan for affordable housing development in the Quad Cities

Identifies short and long term resource development needs with the Housing Council Board based on the Housing Cluster’s two year plan

Prepares an annual budget for the Housing Council Board’s approval

Manages the financial and material resources of the Housing Council and oversees the allocation of resources in accordance with the Housing Council’s established policies

Establishes and maintain program records, monitors grant programs to ensure program compliance of grantees with Housing Council guidelines and conducts post evaluations

With Housing Council approval, develops policies, procedures, letters of understanding, memorandums or agreements and contracts as necessary to acquire, develop and maintain resources

Works closely with all the not-for-profit agency members of the Housing Cluster to ensure a strong continuum of care is provided for those in need of affordable housing

Serves as a liaison between the Housing Council and other public, private or not-for-profit groups and associations interested in developing affordable housing

Provides technical and professional assistance, makes presentations to supervisors, boards, commissions, civic groups and the general public. Provides information on housing development issues, programs services and plans

Advises the Council on policy formation and implementation. Performs duties in accordance with Council policies


Master’s Degree in planning, business or public administration, economics, or equivalent degree with five years of progressively responsible experience related to economic and/or housing development.

Demonstrated success in organizational and resource development and management

Strong understanding of accounting principals

Proficient in data base and spreadsheet applications

Knowledgeable of issues related to poverty

Excellent communication skills

A collaborative personality and good people skills

Knowledge of housing policies
